Washington, D.C.– U.S. Representative Mike Gallagher (R-WI), Chairman of the Cyber, Information Technologies, and Innovation Subcommittee, highlighted the challenges facing the Department of Defense in digital modernization and transformation at a recent hearing.

Rep. Gallagher emphasized the importance of embracing new technology and transitioning to an innovation-first approach within the Department of Defense. He expressed concern over the pace at which the Department is progressing, stating, "No one expects the Pentagon to turn on a dime, but I don’t think any member believes the Department is moving with the speed, force, or unity of action necessary to get our warfighters what they need."

Acknowledging the critical role of technology in national security, Rep. Gallagher noted the shift from platform-centric combat to network-centric warfare. He also pointed out the resistance to change within the Department, stating, "And yet, there doesn’t appear to be any adversary as formidable as the change-resistant culture of the Department of Defense."

He questioned the lack of progress in implementing policies related to artificial intelligence, zero-trust, and software integration, urging for a faster pace of transformation.
